The truth is, tax lien buyers routinely fail to
maintain their properties and, as a general
rule, are not competent to develop properties
that they manage to acquire. "Turn around"
they can do but only in the narrowest sense
of unloading the property. Failing that, there is
irrefutable evidence that abandoning the
properties back to the local municipality is a
regular practice.
