Although, as John Jacquemin, of Mooring Financial, is fond of
saying - skirting to the very edge of outright hypocrisy - people in
the tax lien business aren't "kicking old ladies out on the street",
the record is a bit different.

Although no current appraisal of the true value of the Tibetan
Center is available - so that the costs and expenses cited can be
evaluated - in the case of Metro Ministries of the second link
there is no doubt of the distortions that Mooring is using to justify
their position.
The idea that the property is being kept from flowering into the
valuable condos mentioned is hard to accept given the actual
condition of the building and its neighborhood seen here.
It is a common tactic of tax lien/deed 'investors' to claim that they
are instrumental in making progress possible, progress being
blocked by the current delinquent occupants of a property the
lien holders are trying seize. An instance of this actually being the
case has never been found. Studies done to improve municipal
property tax collection and land management policies have
demonstrated the opposite effect; tax lien holders are often
found to be the ones obstructing local development and
improvement.
Perhaps Jacquemin meant not ALL old ladies, or even widows and
orphans. Maybe just anyone who can't or doesn't know how to
fight back...see the documented cases and experiences below:

D-98 trying to get Winifred Martin's
money:
In this case Destiny-98 tried to get interest, misc
costs and fees on a tax lien they had purchased,
money that would otherwise go to "Winifred
Martin and her two incompetent children" (per the
court record).
Gale lost his appeal for fees, interest etc, beyond
the simple refund of his tax lien purchase...
Linda Plemons, Doug Gale acting through Advantage 99:
In this case, Linda Plemons lost her property because of
Doug Gale/Advantage 99's pathetically lame search for her address (in
order to notify her of her need to redeem) was accepted as adequate by
the West Virginia Court of Appeals.
This is a case that Doug Gale/Advantage 99/Destiny-98/REO America won.
HOWEVER, especially interesting is Federal District Judge Goodwin's
apparent disgust with the West Virginia's Court of Appeals' acceptance
of the validity of Advantage's attempt to find Ms Plemons. Judge
Goodwin's discussion begins on page 5 of the .pdf file, under the

D-98 loses home for Dianne Pittman because of sloppy procedure
on their(?) part, see \Gale\D-98 litigation
This is a complicated situation but basically Dianne Pittman lost her
home because Destiny-98 (or the city of Picayune, it is unclear from the
Summery) failed to notify the Secretary of Veteran's Affairs (who owned
the property at the time) that the property was being sold for back
taxes.
Ms Pittman bought the property from one of Destiny-98's shell
companies but consequently lost it because the tax sale Destiny-98
relied on for their own claim was voided for their failure to notify
properly when foreclosing. The moral may be, don't buy foreclosed
property from tax lien investor companies like Doug Gale's Destiny-98.
What goes around, will come around.
From the Court of Appeals Summery, it appears that the property
reverted to the VA.
There is no indication that Destiny-98 offered any kind of help or relief
to Ms Pittman.

<<Short version: Back in the 1980s I lost my short term memory as a result of the Vietnam
War. More specifically, as a result of the drinking I did as a result of the American people,
especially those in places like Ann Arbor.
The number of suicides, it is officially acknowledged, would make another 1 1/2 Walls in
Washington DC. In other words, more Vietnam Vets died of suicide than were killed in the
war itself.
Of course it will never be taught in history books, but psychological studies show that it is
the American people we can thank for that; specifically, the protesters who attacked us so
viciously when we came back, preventing us from healing. I often wonder how different
my life may have been had I moved somewhere other than Ann Arbor.
At any rate, due to my short term memory, coupled with a despicable accountant who did
not take care of my business, I lost my home twice due to unpaid IRS taxes, most of which
I never owed. Each time I was able to redeem my home at literally the last hour of the last
day. I don’t remember the details of how I made one of the payments, but the first one I
made to a person who bought my home at tax sale. I remember him telling me that he did
not have to accept the payment as it was 7:30PM and I had had (only) until 5:00PM that day
to pay him. I think he intended to accept the money anyway, but perhaps the look on my
face persuaded him to accept the money if he had not intended to do so.
As I said, I don’t remember anything about how I made the last payment and to whom I
made it.
During that time I realized what slimeballs the people are who prey on the problems of

Although the following story involves the IRS seizing someone's
home, the teller's experience (conveyed in personal conversation)
has lead him to make no distinction between the kind of people who
deal in property tax liens no matter what the origin of the lien:
